Meet Donyale

Donyale Hall is a businesswoman, mother and a Gulf War Era Veteran of the United States Air Force. She moved to Dover in 1973, when her father was assigned to Dover Air Force Base. 

Donyale is a 1987 graduate of Caesar Rodney High School and has raised her own family here. Of her ten children, five are CR graduates. Three are graduates of the Early College High School at Delaware State University. The youngest two are currently middle schoolers. Two sons proudly carry on the family legacy of military service as members of the United States Air Force and Navy.

As a child, Donyale had dreams of becoming an architect.  The idea of designing and building things has always had great appeal to her.  Although her education and career path took Donyale in an entirely different direction, her creative and problem-solving approach to life served her well, “building” in other meaningful ways.  

From 1990-94, in support of operation Desert Shield/Desert Storm, she served the Air Force in Avionics as a Communications/Navigations Systems Specialist and majored in Electrical Engineering at The Citadel Military College of South Carolina, in her off-duty hours.

In 2008, Donyale received her MBA, with an emphasis in finance, from Wilmington University, graduating at a time when a severely depressed economy left her with limited local employment opportunities.  She had been a stay-at-home mom for many years prior to going back to school. During Donyale’s years as a home-maker, she opened her first business, a catering service, as a supplemental source of income.

Unable to secure suitable employment right away after graduation, Donyale once again explored self-employment opportunities.  Because she had met with previous success incorporating her own business, she decided to open another business designed to help others seeking to be small business owners, get started.  Donyale expanded her offerings to business support, tax preparation, strategic planning and consulting, in a concerted effort to empower others who were facing the inequities of a hostile job market.

In 2010, she accepted a job with the U.S. Department of Labor, as a Program Specialist for Veterans Employment and Training Services, ensuring that Delaware veterans were being properly serviced through all federally funded statewide outreach programs. 

Currently, Donyale has a general contracting company with a focus on community involvement and entrepreneurship to promote growth in the business community for women, ethnic minorities and disabled veteran owned businesses. She has also served as a board member of the Friends of Delaware Veterans and the board’s liaison with the state’s Junior ROTC programs, a member of the City of Dover Police Chief’s Advisory Committee and is the current At Large Commissioner for the city’s Human Relations Commission.

As the current President of the Frederick Douglas Foundation, the 1st Vice President of Blacks in Government, the past 1st Vice President of the Central Delaware Branch NAACP, and a member of Delta Sigma Theta Sorority, she stresses the importance of helping others, particularly in the areas of economic development, education and youth. She has forged strategic relationships with the Chamber of Commerce, Downtown Dover Partnership, DEMCO, the Women’s Business Center and the Veterans Administration. Donyale has also been an active member of the Delaware Veterans Coalition, The Vines Coalition, Help Initiative, Community Garden advisory board, My Sister’s Keeper volunteer, and The Capital Rotary Club, where she has continually demonstrated the principles of “Service Above Self” through substantial community involvement.

Lower costs, more jobs, less wasteful spending in Washington.

Working families in Delaware are struggling to get by. Donyale will use her business and accounting experience to cut the wasteful spending in Washington, help create more good-paying jobs here at home, and lower costs and inflation so that everyone has a better chance to succeed. 

Get tough on violent crime, stand with law enforcement and keep our communities safe.

Donyale knows the importance of safety and security in our neighborhoods. That’s why she will work to provide our law enforcement the tools and resources they need to keep our families and children safe, get violent criminals off our streets, and ensure the safety and well-being of communities across Delaware. 

Improve our education system, support parents and teachers, and expand school choice.

Delaware consistently ranks either last or near last in K-12 education. Donyale believes that is unacceptable–and if we want different results, we have to elect different leaders. We can improve our education system by investing in our teachers and classrooms, reducing overtesting and bureaucracy, putting decision-making process back into the hands of parents, and making sure every single child has access to an educational situation that sets them up for success.
